The Provincial Nominee Program (PNP) provides the provinces the ability to select qualified foreign nationals to meet the needs of the local labour market and economic development.

It worth noting the PNP program involves two steps. First, the province recognizes and nominates applicants for permanent residence who have the skills and experience the province economy needs. Second, the Immigration Canada makes the final decisions on whether to approve the application for permanent residence.
